Description
Background: Teressa Owens-Payne was born and raised in Macon, Georgia. She spent most of career working in a prison system where young "at risk" minority males from single parent homes had become a part of a national statistic. Ms. Owens-Payne involvement with corrections gave her an insight that most never sees; the reality of the down falls concerning our trouble youth. Considering the odds were basically against her, unable to convince many of her cause. She found a recurring amount of resilience through prayer and her love for God. Ms. Owens-Payne retired from Georgia Dept. of Corrections in 2002 after 12 1/2 years of employment. She decided to live out her vision of helping other trouble males through early intervention and travels often empowering her many through motivational speech.

The City of Refuge Uplifting Boys to Men, Inc., was founded on the principals of love, love that became urgency within the heart of one individual. The ideas and vision of the City of Refuge U.B.T.M., was impregnated into the soul of Teressa Owens-Payne, which later birth into action through God's Grace. Ms. Owens-Payne truly believes the children are our future. She also believes we have a responsibility to at least try to prevent them from falling between the cracks of society.
